The Arpaio Backstory

A little over ten years ago, agents from the Selective Enforcement Unit of the Maricopa County, under the covers of darkness visited the homes of Jim Larkin and Michael Lacey and hauled the two men from their homes. The charge against them was disclosing information relating to an ongoing grand-jury investigation.

As of the time of the arrest, Larkin and Lacey were both working in their Village Voice Media newspaper. Lacey was the executive editor while Lacey was the publication CEO.

They had published a piece in the Village Voice Media publication, the Phoenix New Times, earlier the same day pertaining to the probe of a grand jury. What the duo didn’t know was that the investigation by the grand jury was on them.

The Sheriff, Joe Arpaio, was sick and tired of the continuous coverage of his administrative tactics and was seeking a way to shut the duo down.

His infamous tent city and the plethora of inhuman orders targeted against women and inmates, particularly when they are immigrant, were some of the issues brought up by the publication.

For a long time, issues relating to Arpaio’s ill-treatment of immigrants and other wrongful orders were handled behind closed doors. But about 10 years ago, things changed when a lawsuit was filed against the dictator sheriff. The lawsuit revealed the treatment of inmates in the Tent City, and on this information, the sheriff was charged with violating the rights of Latino and other immigrant groups.

Despite the charges, Arpaio unrepentantly continued to carry out his illicit work, urging his employees to do same. With the same vigor, Lacey and Larkin continued to write about and expose the sheriff, many times causing them to collide with Arpaio’s department. The release of the news on the grand jury was the brick that broke the camel’s back and was what set the sheriff off, ordering their arrest.

The arrest of the pair had the opposite effect of what Arpaio had been expecting. Rather than dampen the spotlight on him, it resulted in a wider coverage, with news station from all parts of the country writing against the act.

When the outcry was louder than Arpaio could handle, he released the two men 24 days after their arrest. The pair immediately filed a suit against the sheriff, revealing even more about his corruption and malpractice. The pair were paid $3.7million.

Arpaio started falling out of luck after the settlement. Firstly, he couldn’t get reelected to office for the seventh time. Then, in July 2017, he was charged with contempt of court in the Melendres suit. He was to face as much as six months in prison.

This was when Trump stepped in. Arpaio, being a wily politician, had endorsed Trump’s presidential bid very early in the race. Trump had also pander to Arpaio’s voter base by stating during his campaign that he could grant the former sheriff pardon. The pardon, therefore, was a fulfillment of a promise made.

The Aftermath

Several human right organizations have risen up to contend against Arpaio and to ensure that the Latino community is safe and right respected. One of such organization is Fontera Fund, created by Lacey and Larkin.

They had started the fund with the settlement money awarded following their lawsuit. The Fontera Fund has since then played an important role in fighting for the right of Latino.

Despite Trump’s pardon, there is hope that the movements sprouting up will be able to curb Arpaio’s agenda once and for all.

The pair would maintain this level of honesty and credibility despite the paper growing to over 17 publications that ran as far as New York. Their crowning jewel, however, was the new phoenix new times a publication that they later sold in 2013. The paper which saw Larkin as CEO and Jim Lacey become executive editor run on truth and fearless journalism.

This style of reporting meant holding those in power into account did not seat well with Maricopa Sheriff Joe Arpaio. The sheriff was the self declared toughest sheriff in America. Having served as the sheriff for twenty-four years, he had come to believe that he was invincible and would run the department however he deemed fit.

He would get national recognition when he became among the most vocal supporters of Donald Trump’s Brither movement. The sheriff was among those asking the president to produce his birth certificate to prove that he was indeed born in the United States of America.

The sheriff would from then on become one of Donald Trump’s proxies, and this would be further compounded when their ideology clicked. The tough on immigration stance seemed to be the new rallying call for the then-presidential candidate. His approach to immigration was based on the ability to racially profile those that did not look like him and being a sheriff in a border state meant that a large swath of the population was Hispanic.

This is the population that would be affected most by his antics that had been able to rope in the entire department to do his bedding. The sheriff became so blatant that he no longer cared about justifying or hiding his actions. He would raid businesses that he thought were employing illegal immigrants and those that were owned or operated by members of the Hispanic community.

Jim Larkin and Michael Lacey would not take this lying down, and they were willing to challenge the status quo. The two would focus their attention on the department’s misdeeds and by doing so were able to report on a lot of human rights violations that were being perpetrated by the sheriff.

This reporting did not sit well with the sheriff who would order there arrest at the stroke of midnight on August 2007.

The arrest would prove to be a mistake that would not only turn against the sheriff but one that would cost the county 3.75 million dollars. This money, however, is now being used to assist the same community that had for long been vilified by the sheriff.

The Downfall of Joe Arpaio and his Clashes with Jim Larkin and Michael Lacey

Sheriff, Joe Arpaio is known for many misdeeds, humiliation against particular classes, and more and considered as one of the worst sheriffs in the history of the United States.

His six-term office in the Maricopa County has made him infamous across the country and even internationally with criticism falling on him from across the world.

While coming to the arrests of the news reporters, it was the breach of their First Amendment rights and raised criticism across the United States. This forced Sheriff Arpaio to release both of them within 24 hours. Also, the county was forced to pay a compensation of $3.7 million to both the reporters in 2013.

Instead of using the compensation amount for personal use, the reporters designed a nonprofit funding group named the Frontera Fund.

It works on easing the conditions of migrants in the states of Arizona by supporting migrant and human rights groups along with actively propagating the need for freedom of speech.

While coming to Arpaio, he was rejected by the people of Maricopa County, for a seventh time, in November 2016. In July 2017, he was booked with contempt of court based on the Melendres suit.

It was in 1970 that Michael Lacey along with Jim Larkin decided to launch the village voice media. This was supposed to be an alternative to the weekly newspaper.

This was launched in Phoenix, Arizona. But one of the reasons why Michael Lacey and Jim Larkin are known so well is that they are the journalists who had got arrested for something that they had written as well as advertised.

Village Voice media did have to go through several legal battles, but no one had expected things to reach the extent they did in 2007. This time Lacey and Larkin had to face arrest due to the alleged violation of grand jury secrecy laws. The arrests were made by the Maricopa county sheriff, namely, Joe Arpaio.

It claimed that without any probable cause for arrest, these two had been jailed. Contrary to the claim, Dennis Wilenchik had not consulted a grand jury.

The Maricopa County settled this case later. Lacey and Larkin were awarded $3.75 million as compensation. This was the settlement money that was used for establishing the Larkin and Lacey Frontera fund. It has its goal as assisting the Hispanic community that is based in Phoenix.
